I'm afraid heirlooms and other in-game purchases aren't able to be refunded or exchanged once the purchase is made, sorry.
I'd definitely suggest keeping an eye out for official news here for any other information as leaks can often be wrong, misleading, or incomplete.

We can't help over Answers HQ. Only ToS can investigate an account and possibly overturn the ban. You can submit up to 3 disputes. So, if you haven't used up all 3, you're welcome to submit another dispute. ToS will perform another investigation and let you know what the outcome is.
