I've had a look around internally, and I have not been able to find any other reports of persistent low level drops. If this continues to happen, it'd be really useful to have some screenshots of the levels of gear you are receiving, alongside a description of where you found this item. I've not quite got around to Countdown myself yet, so I'm not super familiar with what we're seeing in the video. I'm still nonetheless keen to make sure your report gets passed on internally for us to have a look at. Can you give me a brief rundown of what behaviour is happening in the video, and what should have been happening instead?

Hey there @CeddyRuxpin, issues with crafting the Regulus are something we are aware of and we're currently looking into. Can you get a screenshot showing the 686 Replica in your inventory and another showing what the Regulus recipe can currently "see" as available?

Also, please make sure that you do not have any copy of the 686 Replica favorited.

Hey there @AceOfSpades6207, there are no missions that have a guaranteed exotic drop anymore. The only time this isn't the case is when it is your very first time completing a manhunt target, which sometimes has a guaranteed reward depending on the target and season.
